Is another educational technology journal needed? After perusing this inaugural issue of APCJ I hope you will agree with us that the existence of this new journal is justified. There are many other academic journals in this field, some of which are also published online. There are even some that combine academic and practical concerns, as APCJ does. But there are none that directly address APEC's visionary mission: to harness the information and communications technologies to enhance mutual educational advancement among the APEC economies and to reduce the "digital divide" between more and less economically privileged peoples.

The contents of this inaugural issue may illustrate our points of emphasis. "Online Journals in Educational Technology: Status and Directions" describes our study of the existing journals and the features that we feel should be included in future online journals. The other articles reflect an up-to-date and critical appreciation for the complex interplay among teaching, learning, curricular structures, and educational policies. In fact, the examination of policy issues, change management processes, and systemic concerns should give APCJ a unique footprint. We welcome your company on this journey.

Michael Molenda, PhD,

Founding Editor of Asia-Pacific Cybereducation Journal and Associate Professor, Instructional Systems Technology, Indiana University, USA
